Under new rules introduced by the Government, bus passes will be issued by the County Council, with effect from April 2011.

To enable this to happen, Basingstoke & Deane Borough Council has had to pass all the funding to the County. This includes the "top up" funding that the Bough Council added to enable Travel Tokens to be issued as an alternative to a pass, with additional tokens for those registered as disabled. It also permitted travel, using the  pass, at any time of the day.

The County has now said that passes will only apply after 9.30am and travel tokens will no longer be provided as an option.

The Over 55's Forum is supporting a campaign to have the top-up funding to be returned to the Borough Council to enable them to continue to provide discretionary travel schemes such as tokens, all day travel etc.

Following the campaign, HCC revised the start time for passes to 9.00am and will also be making some financial contribution to the voluntary groups (eg Neighbourcare) that previously depended on tokens from users.

Also, Basingstoke & Deane Borough Council has made some funds available to the voluntary groups in the Borough.
